If one looks more closely to the secret signed agreement/contract between Executive Order Governor Ned Lamont and the Boston Consulting Group, there is an unreported provision regarding "identifier information" for "contact tracing". This provision allows this company to access without question or notification Connecticut residents personal information that includes:(from the contract)

other information that may be used, alone or in conjunction with any other
information, to identify a specific individual including, but not limited to,
such individual's name, date of birth, mother's maiden name, motor vehicle
operator's license number, Social Security number, employee identification
number, employer or taxpayer identification number, alien registration number,
government passport number, health insurance identification number, demand
deposit account number, savings account number, credit card number, debit card
number or unique biometric data such as fingerprint, voice print, retina or
iris image, or other unique physical representation. Without limiting the
foregoing, Confidential Information shall also include any information that
the State classifies as “confidential”

I am curious as to why we as Taxpayers and citizens of the state are not notified of this? Since when is our personal information allowed to be given to a consulting group? We still have not been given an explanation as to what the state is going to receive on this apparent open ended contract that apparently can be renewed through 2021 with this Boston Consulting Group. Nor do we hear anything from our inoperative legislature (which in theory is our real government) during this crisis or on this contract.
Moreover, it seems that this legislature failed to report the details of this contract, and this development is even more appalling as more than one legislator has sent an article linking to this contract to recipients on their mailing lists, thereby proving the contract information was in hand, (and unread).
